Green-blueprint Traversing Tianshan “Shengli (Victory)” Time Tunnel, Willy Bee Mitigating Climate Change by Integrating Glaciers, Land, and Oceans
“Green-blueprint” – the world’s first initiative to mitigate climate change by integrating glaciers, land, and oceans, fostering three major visions—environmental protection, social philanthropy, and ethnic integration, working hand in hand with global citizens to walk the path of integration of “humans, society, economy, and nature”, practicing a peaceful, healthy, prosperous, and sustainable future.
This article uses the successful opening of the Tianshan Shengli (Victory) Tunnel and the “Willy Bee – The Journey of Glacier, Land and Ocean” storybook as background to describe how Willy Bee and “Young Guardians of Glacier” as representatives of nature (glaciers and the environment), contribute to protecting the national glacier No. 1—the source of the Urumqi River—through this Tianshan Shengli (Victory) time tunnel that connects humans, society, economy, and nature. It also discusses how Willy Bee’s “Let the Glacier Cool – Xinjiang Tianshan Glacier No. 1 Journey” bridging scientific research, disseminating science outreach, and sharing of education, transforming the lofty philosophies of “Environmental Protection, Social Philanthropy, Ethnic Integration” into concrete achievements.

Hong Kong storybook “Willy Bee – The Journey of Glacier, Land and Ocean” Enters Xinjiang schools

The first Hong Kong storybook to enter Xinjiang school, “Willy Bee – The Journey of Glacier, Land and Ocean” directly interacts with children in Xinjiang. Although this activity was initiated by Will Legend , Rotary International District 3450, a Hong Kong service organization, was also very enthusiastic. They not only donated a paint work and books to the school but will also collaborate with Will Legend in the future to secure more resources for the schools in Xinjiang.
“Willy Bee – The Journey of Glacier, Land and Ocean” uses education as its starting point, paints as its medium, and climate change as its goal, promoting a peaceful, healthy, and prosperous society. Willy Bee is a storybook created by William Hung, the founder of “Let the Glacier Cool”. Through the journey of the Willy Bee and Flowery across the “Third Pole Glacier Journey”, highlighting the need to protect not only glaciers but also land and oceans, safeguarding the health of the Planet Earth holistically. The story conveys the philosophy of harmonious coexistence between humans and nature, to children, young people and the public, driving the world towards a bright future of sustainable development. The book consists of three chapters, with experiential learning appendices. Designed for elementary and secondary school students, the content uses a fantastical journey and engaging characters and storylines to illustrate that protecting land is equivalent to protecting food, protecting the ocean is equivalent to protecting air, and protecting glacier is equivalent to protecting water resources. Water, food, and air are the most vital elements for human life and indicators of the Earth’s overall “health”.
Will Legend believes that conservation and education are the best human interventions to address climate change. To better promote educational cooperation between the two places, enhance mutual understanding between the people of Hong Kong and Xinjiang, Will Legend promotes the philosophy of “Symphony Hong Kong, Beautiful Xinjiang, Integration of Two Places”, and the “Green-blueprint: Ethnic Integration” scholarship is established to encourage students to pay attention to environmental protection and promote ethnic integration. Students are encouraged to use Xinjiang as a backdrop, incorporating their ethnic characteristics, and express the integration of glaciers, land, and oceans through painting, to promote ethnic integration and harmonious coexistence between humans and nature.

The “Green-blueprint: Ethnic Integration” scholarship was officially established on January 24, 2026, with Will Legend as the founding organization. January 24th is also the United Nations International Day of Education – celebrating the role of education in promoting peace and development.
Will Legend advocates for the sharing of economic achievements, an inclusive society, and harmonious coexistence between humans and nature through conservation, education, and social-philanthropic activities, practicing the Sustainable Development Goals (SDGs) and Climate Goals, as a way of learning from President Xi Jinping’s spirit in promoting the UN 2030 Agenda for Sustainable Development.
Will Legend deliberately chose this day as the launch date of the project in response to the international community’s affirmation in the 2030 Agenda for Sustainable Development, adopted in September 2015, that education is crucial to the successful achievement of the 17 Sustainable Development Goals (SDGs), especially SDG 4: “Ensuring inclusive and equitable quality education for all, and lifelong learning opportunities for all” by 2030. Besides helping children and adolescents escape intergenerational poverty and assisting themselves and their families in combating poverty, education is also a vital investment for a nation, ensuring its path towards a sustainable future.
Willy Bee Traverses the “Tianshan Victory Time Tunnel”

“It traverses not only the 22.1 kilometers of Tianshan mountains, but also serves as a model of the integration of humans, society, economy, and nature” – William Hung, founder of the “Let the Glacier Cool”
After more than five years of unremitting efforts, Willy Bee has carried its “Green-blueprint” through the “Tianshan Victory Time Tunnel”, witnessing the integration of humans, society, economy, and nature. The Tianshan “Victory” Tunnel, with “Sky, Earth, and Human” as its core design concept, coincides with Will Legend’s “Green-blueprint: the Integration of Glacier, Land, and Ocean”, promoting the harmonious coexistence of humans and nature.
On December 26, the world’s longest highway tunnel—the Tianshan Shengli (Victory) Tunnel—and the G0711 Urumqi-Yuli Expressway (referred to as the “Urumqi-Yuli Expressway”), where it is located, were fully opened to traffic. The tunnel traverses the central Tianshan Mountains, directly connecting northern and southern Xinjiang, reducing the previous several-hour drive through the winding mountain roads to approximately 20 minutes. The 2,500-kilometer-long Tianshan Mountains stretch across central Xinjiang, separating Urumqi, the largest city in northern Xinjiang, from Korla, a major city in southern Xinjiang. After the Urumqi-Yuli Expressway opens, travel time between the two major cities in northern and southern Xinjiang will be reduced from 7 hours to just over 3 hours, promoting smooth economic flow between the north and south of Xinjiang and building a new channel for external exchange. The Urumqi-Yuli Expressway took more than five years to build and is 324.7 kilometers long. The construction difficulty of the Tianshan Shengli (Victory) Tunnel is world-class—it is 22.1 kilometers long with a maximum burial depth exceeding 1,112 meters. The full opening of the Urumqi-Yuli Expressway connects the three major scenic belts of “Tianshan – Desert – Oasis” promoting development along the route.
Tianshan Victory Tunnel – Protecting the Beautiful Urumqi River

Achieving “Use natural resources moderately for economic development, and then give back to nature and society with economic achievements”. On December 30, 2025, China Communications Construction Company undertook the construction of the world’s longest highway tunnel. To ensure the protection of the Tianshan Mountains’ ecological environment and the beautiful “Mother River” while excavating this world-class tunnel, protecting the Tianshan Mountains was a key objective from the early stages of the project to the commencement of construction. The Tianshan Mountains once served as a natural barrier separating northern and southern Xinjiang. The opening of the Urumqi-Yuli Expressway will effectively promote the transformation of the cultural tourism industry along the route towards in-depth tourism. This expressway has rewritten travel time between northern and southern Xinjiang, and the lives and economies of people in both regions will be significantly improved.
Xinjiang Urumqi Glacier No.1 (HK Landmark) was established on March 21, 2025. Will Legend, in collaboration with Tianshan Glaciological Station of the Chinese Academy of Sciences and Xinjiang Meteorology, is advocating glacier protection and safeguarding the source of rivers (water) for people in both places. The visit to the Tianshan Glacier No.1 (Tianger Glacier), the source of the Urumqi River, is a geoengineering project in which everyone can participate, and one of the best human interventions to address climate change. It aims to raise public awareness of the importance of protecting glaciers, snow lines, and the cryosphere for humans, society, economy, and nature. “Let the Glacier Cool – Xinjiang Tianshan Glacier No.1 Journey’ connects different sectors and people from both places and internationally to implement conservation, education, science outreach, cultural exchange, and sustainable development goals.
Xinjiang Tianshan Glacier No.1 (HK Landmark) – Protecting the National Glacier No. 1
The Tianshan Glacier Observation and Experiment Station of the Chinese Academy of Sciences (hereinafter referred to as “Tianshan Glacier Station”) is China’s oldest field station dedicated to the observation and research of glaciers. It is currently affiliated with the Northwest Institute of Eco-Environment and Resources, Chinese Academy of Sciences. The station’s main site is located on the northern slope of the central Tianshan Mountains, within Urumqi, Xinjiang Uygur Autonomous Region. Founded in 1959 by the late renowned glaciologist Academician Shi Yafeng, the Tianshan Glacier Station joined the World Glacier Monitoring Center (WGMS) in 1982, became one of the first stations of the Chinese Academy of Sciences to open to the public in 1988, was selected by the Ministry of Science and Technology in 1999 as one of the first batch of national key field pilot stations, and was certified in 2006 as part of the National Field Scientific Observation and Research Stations for Atmospheric Background and Special Functions. Its name within the national station series is “Xinjiang Tianshan Glacier National Field Scientific Observation and Research Station.” It was among the first sites of the Global Cryosphere Monitoring Network (GCW) established by the World Meteorological Organization (WMO) in 2013.
Xinjiang Tianshan Glacier No. 1 is the oldest glacier observed in China, having been observed for over 67 years since 1959. The World Glacier Monitoring Service (WGMS) has selected over 40 glaciers to represent global mountain glaciers, with Tianshan Glacier No. 1 being the only one located in China. As one of the ten glaciers monitored globally, it provides a good indicator of glacier changes in China and across Central Asia.
Xinjiang Tianshan Glacier No.1 (HK Landmark) was established on March 21, 2025, writing “The Glacier Story of Hong Kong”. “Let the Glacier Cool – Xinjiang Tianshan Glacier No. 1 Journey” is one of the everyday measures to address climate change under the first national joint action for glacier protection, showcasing efforts and contributions of two places in protecting glaciers and water and promoting the SDGs. Will Legend, in collaboration with Tianshan Glaciological Station of the Chinese Academy of Sciences and Xinjiang Meteorology, is working with people in both places to embark on the path of integrating “humans, society, economy, and nature”. At the same time, Will Legend hopes that by visiting Tianshan Glacier No.1 (Hong Kong Landmark), advocating “When drinking water, remember its source. Same roots, same heart”, to trace the roots of Chinese culture, and nurture more young people in both places who care about the country and love the motherland.
Hong Kong’s First Service Organization to Join the “Let the Glacier Cool” Conservation & Education Programme

“Let the Glacier Cool” begins with the Tianshan Glacier No. 1 of Xinjiang, writing “The Glacier Story of Hong Kong”.
On April 8th, Will Legend led nearly 90 members of Rotary International District 3450 on a historic journey into the Tianshan Glacier No. 1 Nature Reserve. They held a significant sharing session on climate change with Researcher Wang Feiteng from the Northwest Institute of Eco-Environment and Resources, Chinese Academy of Sciences, enabling Hong Kong residents to engage in face-to-face exchange with Chinese scientists and fully implementing science outreach. This action reflects the organization’s commitment to promoting environmental protection, expanding beyond Hong Kong to both mainland of China and internationally. From the glacier journeys to visits to green enterprises, mountain schools, and communities of different ethnicities, the journey provided Rotarians with better opportunities for practical experience and participation, transforming lofty philosophies into concrete solutions.
They also witnessed the unveiling of the Rotary International District 3450 “Let the Glacier Cool” Landmark, which boasts a superb location overlooking the Tianshan Glacier National Nature Reserve, the source of the Urumqi River, and the Xinjiang “Victory” Tunnel. Erecting this landmark is not merely a commemoration, but also a commitment by the organization to putting its environmental protection philosophy into practice.
Tianshan Glacier No. 1, Urumqi River, Tianshan “Victory” Tunnel
On April 8th, William Hung, the founder of the “Let the Glacier Cool” programme, and Wang Feiteng, deputy director of the National Key Laboratory of Cryospheric Science and Permafrost Engineering, held a high-level discussion to gain a deeper understanding of the role played by the Northwest Institute of Eco-Environment and Resources, Chinese Academy of Sciences, in the tunnel construction. The construction of the Tianshan Victory Tunnel faces not only geological and engineering challenges but also ecological conservation challenges. The Tianshan Glacier No. 1 Nature Reserve lies just over 10 kilometers from the tunnel’s entrance. The entire construction route passes through the secondary protection zone of the Urumqi River drinking water source, ensuring that no pollution is caused.
The Tianshan “Victory” Tunnel, adjacent to the Tianshan Glacier No. 1 and situated on the banks of the Urumqi River, lies in a high-altitude, uninhabited, and frigid region with a fragile ecosystem. The extensive alpine meadows and pristine, untouched environment provide a haven for wild animals such as snow leopards, ibex, and marmots, while rare plants like snow lotus and snow lingzhi (Ganoderma) thrive there. This study focuses on the Tianshan Glacier No. 1, researching methods for assessing the impact of the G0711 Urumqi-Yuli Expressway construction and operation on the glacier, and proposing glacier protection strategies during the highway construction and operation phases.
(1) Research on glacier protection technology during highway construction
Direct solar radiation and near-surface atmospheric turbulence exchange are the main heat sources causing glacier melting. Wastewater and waste generated during construction are important reasons for increased glacier melting during highway construction and are also the factors that have the greatest impact on glacier radiation balance during highway construction.
The research focuses on two main areas: 1) Evaluation of glacier protection technologies for highway construction. This involves reviewing existing glacier protection technologies and environmentally friendly highway construction technologies, analyzing their current application status and existing problems, and developing an evaluation method for glacier protection technologies in highway construction to assess their applicability.
2) Optimization of commonly used glacier protection technologies for highway construction. Currently, the most common glacier protection technology is based on geoengineering methods using light and heat barriers to cover the ice surface. Selecting the optimal light and heat barrier is a priority issue. This research combines indoor simulation analysis with field experiments to determine the material combination structure and layout scheme, ultimately selecting the best-performing protection technology.
(2) Research on Glacier Protection Technology During Highway Operation
During highway operation, vehicles emit large amounts of exhaust gases, including CO2, which may alter the hydrothermal conditions around the highway, leading to increased regional temperatures and changes in precipitation patterns, thereby affecting glacier melting trends. Glacier protection technology during operation mainly relies on protective nets and water mist dust suppression technology to balance the relationship between highway activities and ice surface material loss during operation.
The research will focus on two main areas: 1) Assessment of glacier protection technologies for highway operations. This involves reviewing existing ecological and environmental protection technologies used in highway operations, analyzing their current application status and existing problems, and developing an assessment method for glacier protection technologies used in highway construction and operation. A technology applicability assessment will also be conducted. 2) Optimization of commonly used glacier protection technologies for highway operations. Through indoor simulation analysis, optimization schemes will be proposed for technologies such as erecting protective nets around highways and water mist dust suppression.

Will Legend’s Message to Every Citizen of the Earth
“Environmental Protection” is the responsibility of every citizen. The “Green-blueprint” is created to integrate all the organizations/institutions and individuals who have contributed to environmental protection in the past. It aims to transform personal habits into daily measures to address climate change by combining lofty philosophies with practical solutions, working hand in hand with global citizens to walk the path of integration of “humans, society, economy, and nature”, practicing a peaceful, healthy, prosperous, and sustainable future.
Human survival is inseparable from water, food and air. Glaciers conserve clean freshwater resources, and water nourishes land with rich nutrients; Water, rich in nutrients, flows to land along “Urban Wildlife Corridor”, nurturing food and biodiversity. Water then follows rivers and merges into oceans to “Let the Ocean Breathe”. Oceans exhale oxygen, and absorb the greenhouse gas carbon dioxide to “Let the Glacier Cool”; Glaciers maintain a balance of accumulation and ablation, stabilize the planet’s temperatures, enable sustainable water resources. This recurring force of nature ultimately allows the health, peace and prosperity of humans and nature to develop sustainably.
The “Integration of Glacier, Land, Ocean”, taking an “As a whole” approach to take care of the Earth and “Let the Earth Cool”. By protecting the glaciers, we protect the land; by protecting the land, we protect the oceans; by protecting the oceans, we protect the glaciers. Nature and humans are closely linked, influencing and relying on each other.
To date, scientists have not found an effective way to address global warming. Glaciers, which regulate the Earth’s temperature and water cycle, will eventually disappear from the Earth if they melt too rapidly without replenishment. Glacier, Land, and Ocean draw the “Green-blueprint”, connecting the two places and different sectors to build an integrated relationship, also creating a platform for businesses, enterprises, organizations to give back to society and nature. This, in turn, provides resources for scientists, sponsors students, and injects economic momentum into rural and mountainous communities, practicing the “Sharing of Economic Achievements”.
Will Legend believes the best human intervention to mitigate global warming starts with simple lifestyle habits:
First, plant more flowering plants (Sunflower Biodiversity Charging Station) in outdoor locations at home and work to support pollinating insects such as bees and butterflies, thereby promoting forest regeneration and protecting biodiversity.
Second, try not to kill bees. Adopt the “Relocate & Return” approach (Home for Bees) to bring bees back into nature so that they can continue to fulfill their natural role in nature and contribute to biodiversity and human food security.
Third, businesses, organizations/institutions, schools, and homes should adopt low-carbon and non-toxic products (Sustainable Health Service®). This not only deeply cleans and disinfects air conditioners, carpets, cars, and personal items like phones and bags, but also avoids polluting soil and flowering plants, effectively protecting bees, and pollinating insects, promoting forest regeneration, and allowing forests to absorb more greenhouse gases. Clean water sources also help protect marine ecosystems, especially marine microalgae (phytoplankton), which absorb greenhouse gases and release oxygen.
Fourth, embark on the “Willy Bee – The Journey of Glacier, Land and Ocean”. Through the 1.5°C-ClimateAction™ “Let the Glacier Cool –Glacier Journey” to connect with the “Green-blueprint” to jointly promote the integration of “Glacier, Land, Ocean and Sustainable Development”. To take care of the planet, we must act “as a whole” – healthy land and ocean are the greatest forces in mitigating global warming. They work together to address climate change, protect glaciers, polar regions, and the cryosphere, and “Let the Glacier Cool”.
Through Bridging Scientific Research, Disseminating Science Outreach, Sharing of Education, Will Legend then introduces corporate resources to jointly guide the public to refocus on the health of the planet, starting with education and glaciers. A sustainable future requires our generations to act, instilling the right values and information in the next generations, so as to truly achieve a balanced coexistence between humans, society, economy, and nature.
“Let the Glacier Cool” uses education as its starting point, paints as its medium, and climate change as its goal, promoting a peaceful, healthy, and prosperous society. This case of integration between the two places better demonstrates the importance of promoting the “Let the Glacier Cool” programme. Furthermore, its tangible and impactful approach, effectively forging a strong sense of community for Chinese nation, highlighting the integration of the three major visions of “Let the Glacier Cool”: Environmental Protection, Social Philanthropy, Ethnic Integration.
